A General description of Tags can be found here.

Tags can be accessed by going to the Summary of the Contact Detail. Users who have adequate permission can associate existing tags with a Contact or can create new Tags.

Tags can be managed using the Tags button on the Contact ManagerButton bar. This option is visible to all administrators and users who have privilege to manage Tags.
