To set the permission on the Issues, please do the following:

1. On the Binders list click on the Permission icon (the icon that looks like a key)
2. Select the role or user whose permission you want to change and then click on the Edit Permission icon
3. Change the Permission appropriately (Disable Write access if you do not want this user/role to modify cases by other users, Disable Delete if you do not want this user/role to remove a case created by somebody else, disabling append will not allow them to add new notes)

Note: Administrators will have access to all the issues, The creator of the issue will have full access to their own issues.
