To move all issues from one binder to another, do the following:

Exporting all issues and associated data

1. Click on the Issue Tracker from the left menu
2. Click on the Binder that you want to transfer
3. Click on Import/Export
4. Click on Export Issues to Xml File and save the xml to a file

Now if you want to create a new binder and transfer all the issues:

1. Click on the Issue Tracker from the left menu
2. Click on New Binder
3. Give a binder name and check the last option Import from ocXml File Format
4. Enter the same Xml file you just exported and Click Create

Note: You can also use the csv import and export to do these, but it will not transfer any dependent records like notes etc.
