"Setup" --> "Manage Site Information" --> "Update Login Ids" Entering a login id for a brand new user, clicking "Save" then re entering the "Update Login Ids", the user still has blank login Id.

I remember fixing this a while ago. I also tested this on the latest version and it seems to be fixed. I believe the problem was, even though the id changes does not show on the screen, the login id would be saved in the database.
